Delegate Carmichael moves to amend the committee substitute on page sixteen, line seven, after the word "rules", by changing the period to a colon and inserting the following:
"Provided, That if any candidate elects to utilize the alternative public campaign financing option, then the election shall be on a strictly non-partisan basis and no candidate shall be identified by any political party label. The election of Justices of the Supreme Court of Appeals in the primary election would then proceed with those candidates receiving the highest number of votes, up to a number equaling two candidates for each vacancy, who then shall contest one another for the office or offices in the general election."
